OahuMPO Unifies TIP, ORTP & Obligations in One Platform with ProjectTracker

Oahu Metropolitan Planning Organization (OahuMPO) implemented EcoInteractive’s ProjectTracker in 2025 to manage both its Transportation Improvement Program (TIP) and long-range plan (ORTP) programming. OahuMPO also added modules for FMIS Obligation, ArcGIS integration, and Call for Projects (CFP) + Prioritization, with several configured fields tailored to local business rules. The MPO went live on ProjectTracker in 8 weeks, consolidating two types of programming into one platform for staff and partner agencies.

Challenges

  • External agency intake was manual and error‑prone. Partner agencies emailed PDFs/Excel files, and the MPO staff transcribed these details into an Access database—creating rework, lag, constant maintenance, and version control issues.
  • Disconnected workflows. Updating the database, producing reports, mapping projects, and reconciling obligations happened in multiple distinct tools and processes.
  • Inconsistent documentation. Critical information varied by source, and project history and changes were hard to track without backtracking through lots of documentation.

Solution

ProjectTracker was configured to unify data, approvals, and publishing across TIP and ORTP while eliminating duplicate entry and manual stitching.

  • Call for Projects + Prioritization configured with Project Questions and scoring logic to support competitive selection and consistent criteria.
  • FMIS Obligation integration set to automatically pull obligation data into ProjectTracker for reconciliation and reporting.
  • Configured data fields aligned to OahuMPO’s unique rules and processes.
  • Standardized reports & data exports to produce TIP lists, ORTP summaries, and ad‑hoc datasets without duplicate effort.
  • Audit history & change tracking for transparency around changes between versions across reviews and approvals.
  • A public TIP website where anyone can browse active and planned transportation projects in Oahu, filter the projects, read project details, and explore an interactive map.
  • TIP & ORTP modules in one platform to maintain a single source of truth across short- and long‑range planning. Per OahuMPO’s request, the connection between the two plans is depicted clearly in the internal system in the Related Projects tab and in both the internal system and public website via the ORTP ID.
